		<description>I just have a question about being a buyer.  I won an auction today and tried to pay for it and found I couldnt use my paypal account.  paypal informed me that over the lifetime of my account I was approaching the $10,000 mark and that if I wanted to continue using the service, I would have to provide my ss#. I was advised not to do so since the law doesnt limit what the company can use it for.  is there another way to pay for items without being held hostage by paypal? I have an excellent and long standing history with paypal and dont understand this. Thanks so much.</description>

I sold a video camera on Ebay to a buyer in VA. When I track the package it says it was delivered in DeLand, Fl. I shipped it out of Boynton Beach, Fl.
Have you ever had something like this happen? 
It&#039;s killing me to think Im going to have to refund this guy 600.00.
Any insight would be appreciated.

If the box was received and the contents are missing, the buyer must file a claim with USPS Postal Inspector if the item was insured, as they have legal jurisdiction. The item was insured, the buyer refused to file a USPS claim, and by falsifying an online police report that is reviewed and approved by a civilian not a law enforcement officer, PayPal refunded the buyer&#039;s money ($3,324.00). I tried appealing the case offering proof of this, as well as tracking information, delivery confirmation &amp; signature confirmation, plus evidence of the weight of the package and PayPal has vehemently refused, closing the case and stating in writing, I cannot appeal. Any suggestions??? (I have already filed an IC3 report, an FTC report and a complaint with the Attorney General&#039;s office here in Arizona, along with an official criminal investigation report, but in the meantime, this buyer has made off with over 3K in merchandise and the money owed to me.
