I have 3 perm locked PayPal accounts i was wondering if there is a way to get a new one that wont get locked see i sell xbox accessories and things in that nature. Thanks any help will be useful thanks.

I really wish more people would read this article. You have done a good job.

That being said, Liz, by now your account is more than likely restored. A transfer/payment to a Locked Charged-off account does take a couple of days, the process has to go from the person you talked to, to their direct supervisor for approval, then to accounting. So it’s not a short process when hundreds and thousands of these requests are being sent everyday. These are manually reviewed and not automatic.
Once a link has been established between the two accounts and you are asked to resolve the old one, pay the balance and wait a few days. The chances of getting a denial are extremely slim from this. Unless you had multiple old accounts that had problems. Trust me, they know when you do.
If an old account has a negative balance on it and has not been paid off, it can and WILL be one day linked to your current account. This will also more than likely happen whenever you don’t want it to. Usually whenever your account has some sort of flag on it, those flags are mentioned in this article.
Paypal uses SO much more than Names and addresses to figure out if you own an old negative account. It’s practically impossible to avoid it. Once it’s linked you can call in and let them know it’s not your debt. 99% of the time (mistakes can be made), it’s your debt and they know it, and can also prove it 15 different ways.

Paypal sent me a notice that I had an old account in negative status. It wound up being an account that I thought was closed and had a negative balance of -6.51. I called this morning and paid it with the money that was in my account. They were also asking for bank to be added, which I did a few days ago. The rep told me that my limit would be lifted within 24-48 hours. So, everything fixed. Then, I get an email stating “appeal denied” within about 5 hours stating they are closing my account. I have earned maybe 120.00 and spent most on baby clothes. So, I call them on my lunch and the rep tells me that as far as she can see there is no other issue on my account .. the moving of funds is still in proccess but shows completed in my “list of stuff to fix” .. and everything else has been removed. She states that it was likely sent before the negative balance was paid and it takes 24-48 hours to completely lift the limit. Can you tell me if this is common or was she just telling me what I wanted to hear?

Paypal limited my account on sept 05 2009, asked for SSN, proof of delivery, confirm location, verify credit card, etc. I faxed those documents to them the following day, my account was restored on the 9th sept.
Second limitation came in on Oct 19 2009, when i started receiving high transaction amounts and removed one of my addresses. They asked for credit check address, proof of sufficient inventory, invoices, business information and delivery confirmation. I called them the next day and the Lady was really nice to help me out after faxing the documents online. My account was restored next day-Oct 20! Incredible!!!
The secret is to be calm, respectful and humorous with them as if you understand why they limit your account for your own security purpose.
